A snowy winter and wet spring and summer "field" for flooding, but recent storms have been the big problem, meteorologist Jim Lee. Rios has increased since the storm dumped 4.2 inches of rain over central and eastern Iowa Wednesday night, with 6 inches in some places, the National Weather Service said.
